Later, Ray said he wanted to take back his statement and claimed that a man named Raoul had framed him. He insisted until he died in 1998 that he did not kill King.
A bar owner from Memphis and a former FBI agent both said that a person named Raoul was responsible for the killing, according to the Department of Justice.
Loyd Jowers, a former bar owner in Memphis, said 25 years after the murder that he was involved in a mafia-related plot to kill King. Jowers also connected the Memphis police and Raoul to the murder, according to the Justice Department.
In 1998, Donald Wilson, a former FBI agent, said that after Martin Luther King Jr. was killed, he found some documents in James Earl Ray’s car. These documents mentioned someone named Raoul and people associated with the Kennedy murder. According to the Justice Department, Wilson said that someone who later worked in the White House stole his papers.
